Combined with the “Ice and Snow Sports Development Plan (2016-2025)” and “Public Winter Sports Promotion and Popularization Plan (2016-2020)”, we now propose the following opinions on accelerating the national youth ice and snow sports into campus .

I. General requirements

1. Guiding ideology

Guided by Xi Jinping’s thoughts on socialism with Chinese characteristics in the new era, thoroughly implementing the spirit of the 19th National Congress of the Communist Party of China, fully implementing the spirit of the National Education Conference, fully implementing the party’s education policy, cultivating and practicing the core values of socialism, and implementing the Tree Fundamental tasks, continuously enrich school sports content, strengthen physical education and extra-curricular exercises, extensively carry out youth ice and snow sports, actively cultivate students’ ice and snow sports interests, strengthen the Olympic education of the Winter Olympics and the Paralympics Winter Games, and strive to improve the youth ice and snow sports system guarantee system To gradually consolidate the foundation of young people’s ice and snow sports talents, strive to form a campus ice and snow sports education system with Chinese characteristics, and vigorously promote the physical and mental health and comprehensive development of young students.

2. Basic principle

Develop interest and skills. Give full play to the educating function of ice and snow sports, follow the laws of education and sports, guide with interest, continuously enrich teaching content, reform teaching methods, focus on cultivating students’ ice and snow sports habits, improve ice and snow sports skills, unblock the growth path of outstanding talents, and secure backup Talent base.

Government guidance and social participation. The government has improved the policies and measures, formulated a standard system, and adopted various methods such as government purchase of services to guide social forces to actively participate in and vigorously promote the popularization and development of snow and ice sports on campus. Improve market mechanisms, mobilize social resources, and attract broad participation of social forces to form a good situation for the whole society to support the development of campus ice and snow sports.

Adjust to local conditions and make steady progress. Northeast China, North China, and Northwest China should increase their efforts in ice and snow sports in accordance with relevant requirements. Other areas should encourage conditions-based places to actively create conditions based on natural conditions and economic development levels. Ice should be ice, snow should be snow, and indoor and outdoor activities should be combined to vigorously develop campus ice and snow sports.

Leaded by characteristics, focus on development. Guided by characteristic schools, pilot counties (districts) and reform and pilot zones, demonstrations will lead to the widespread development of ice and snow sports in primary and secondary schools. Efforts will be made to support key areas, make full use of existing resources, tap potentials, and continue to innovate to form a gathering area for the development of campus ice and snow sport.

3. Work goals

By 2022, the teaching, training, competition, and management system of campus ice and snow sports will be basically complete. The demonstration and leadership role of ice and snow sports schools will be stronger. The conditions and facilities for school ice and snow sports venues and teachers will be strengthened. The number of sports students has increased significantly, and the youth ice and snow sports have steadily improved. The school, family and society have improved the integration mechanism for the development of ice and snow sports. The government-led, departmental cooperation, and social participation in the campus ice and snow sports promotion mechanism has basically formed. The Winter Olympics and the Paralympics Winter Games create a strong educational atmosphere.

II. Main tasks

1. Support characteristics to promote the popularization and development of campus ice and snow sports

Focusing on the Northeast, North and Northwest regions, we will select special schools and pilot counties (districts) for ice and snow sports, set up a campus ice and snow reform experimental area, and gradually build a campus by coordinating high-level sports teams in ice and snow sports colleges and sports training programs in ice and snow sports. Popular development system for ice and snow sports. By 2020, it is planned to select 2,000 special snow and ice sports schools, reach 5,000 by 2025, select 100 campus ice and snow sports pilot counties (districts), set up 20 reform test areas, and encourage universities to add high-level sports teams for ice and snow sports. Encourage local education administrative departments to gradually establish characteristic schools of ice and snow sports, and continuously promote the popularization and development of ice and snow sports on campus.

2. Actively carry out teaching activities on ice and snow projects

All localities must implement national sports and health curriculum standards and incorporate ice and snow sports knowledge into the teaching content of physical education. Elementary and middle schools in the northern regions with conditions should take ice and snow sports as the main content of winter sports classes; encourage cities in the south to actively cooperate with ice and snow venues or ice and snow sports clubs to carry out ice and snow sports learning; special education schools can open ice hockey, Courses such as ice curling or snow-like or snow-like sports suitable for disabled students. Actively promote various methods such as government purchase of services, support schools and social training institutions to cooperate in the development of ice and snow teaching activities, and improve teaching quality.

3. Strengthen the teaching of ice and snow sports

It is necessary to develop a habit that is conducive to students’ skill formation and lifelong physical exercise, and build a campus snow and ice sports instruction system with Chinese characteristics. Establish an expert committee, print and distribute the “Guidelines for Teaching Snow and Snow Sports on Campus”, and standardize the teaching videos of snow and ice sports. Local education departments with conditions can develop relevant elective courses according to the physical and mental characteristics of primary and middle school students, produce snow and snow sports popular reading books, snow and snow sports knowledge manuals, campus ice and snow sports fitness guidance and sports injury prevention manuals, etc., to guide the majority of young people to pay attention to, love, and participate in snow and ice motion.

4. Enrich extracurricular sports activities

Schools with the right conditions should include ice and snow projects in their extracurricular sports activities and carry out a variety of snow and ice activities. It is necessary to promote ice and snow sports outside school holidays through the form of sports homework and open classes. The southern provinces where conditions permit do “hand-in-hand” docking with northern provinces in winter, and use the mass winter sports promotion activities organized by the sports department and the “national mass ice and snow season” to effectively carry out ice and snow winter camps, winter research, and snow experiences The snow and ice exchange activities between and between countries have formed a good pattern to help development.

5. Strengthen the construction of campus ice and snow after-school training and competition system

Continuously improve the top-level design of the competition system, establish a complete campus ice and snow after-school training of “intra-school competitions—school leagues—selective competitions” and the four-tier league system of elementary, junior high, high school, and university, and integrate with the professional youth ice and snow training competition system Cohesion and deep integration. To build a four-level youth school campus ice and snow sports competition system at the county, district, city, provincial and national levels, we must actively explore the establishment of a “sky training camp” based on the advantages of local development. Strengthen the combination of education and sports, jointly explore the development of youth club leagues, organize national youth ice and snow summer and winter camp events, and actively participate in international snow and ice sports exchanges and cooperation and ice and snow events.

6. Effectively strengthen the construction of the ice and snow teacher team

In accordance with the “Ministry of Education Notice on Printing and Distributing the” Administrative Measures for Part-time Teachers of Physical Education in Schools “(Jiaotiyi [2017] No. 7) and other policy documents, we must continuously align, strengthen, and strengthen the ice and snow teachers. Educational administrative departments in various places should cooperate with sports departments to establish a database of ice and snow expert talents, set up provincial expert lecturers, hold demonstration sports teacher ice and snow training classes in stages, steps, and levels, and promote the construction of ice and snow project campus counselors. . Encourage localities to rely on colleges and universities, scientific research institutions to train, train, and introduce ice and snow teachers, and help colleges and vocational colleges with the necessary conditions to set up and develop ice and snow sports-related majors, and support ice and snow retired athletes to participate in ice and snow sports education and training. Comprehensively strengthen international cooperation in snow and ice sports, and actively introduce qualified European and American high-level teachers and coaches to teach in China. Implement the “Public Sports Talents Overseas Study Project”, and focus on cultivating talents for the Beijing Winter Olympics in 2022 and innovative talents for competitive sports training and research. Relevant domestic talents are encouraged to go abroad to study for PhD and master’s degrees related to winter projects.

7. Increase the construction of youth ice and snow sports venues and funding

Integrate social resources, coordinate existing investment channels, actively support campus ice and snow sports, and carry out curriculum construction, teaching reform, teacher construction, venue construction, training competitions, and exchanges at home and abroad. Education departments should optimize the structure of education expenditures, and provinces with conditions can strengthen tilt support for snow and ice sports, and include sports equipment in the standard catalog of sports equipment facilities in primary and middle schools. The qualified schools should pay attention to the arrangement of funds for reform, construction of ice and snow sports teaching, scientific research, training, competition venues, and practical protection of ice and snow teachers, venues, equipment funding input, but also through the participation of social welfare forces to enrich the funding source canneles.

8. Do a good job of coordinating the resources of snow and ice into the campus

Development and reform departments should incorporate ice and snow sports into relevant plans. The education department should do a good job in overall planning, encourage the absorption of social resources to carry out campus ice and snow sports, expand the opportunities for students to participate in exchange activities such as international ice and snow sports competitions, and encourage the majority of young students to actively participate in ice sports learning and training for a long time. The sports department should assist the education administrative department, actively coordinate the guidance of social sports instructors and professionals to enter the school, and promote the development of youth ice and snow sports interests and habits. Encourage localities with conditions to guide existing ice rinks and snow lands to actively carry out youth charity activities through government purchase of services. Encourage social resources to construct various types of ice and snow sports venues and organize various forms of ice and snow events, encourage places with conditions to set up campus ice and snow sports research institutions, and strive to build a collaborative mechanism for social ice and snow resources and schools to jointly promote extracurricular training and competitions. The education and sports departments should cooperate in the statistical work of “Ice and Snow Entering Campus”, incorporate it into the national “drive 300 million people to participate in ice and snow” statistical system, and implement it.

9. Effectively strengthen the safety education of youth ice and snow sports

All localities must firmly establish awareness of safety risks, formulate relevant systems and emergency plans, improve safety management rules such as ice and snow sports equipment and venues, and strengthen teachers and school doctors to grasp common emergencies and injuries (basic injuries, fractures, shock, syncope, cardiopulmonary resuscitation, etc. ) Emergency treatment methods to improve self-rescue and mutual rescue knowledge; carry out various forms of safety education, strengthen students ‘safety requirements in teaching, training, competitions, venues, equipment, etc., and improve students’ awareness of protection.

10. Promote the reform of the personnel training system

Elementary and middle schools with conditions should establish ice and snow sports teams, encourage the construction of campus ice and snow sports clubs, cover primary and secondary schools in the area, and help students with sports interests and special skills to develop sports expertise. Construct education, sports, and social talent transfer channels, and open channels for students with special skills in snow and ice to enter the national reserve team for snow and ice sports. Actively explore reform of the evaluation system, and encourage qualified places to incorporate ice and snow sports into the comprehensive quality evaluation of students and related assessment index systems. Encourage colleges and universities to set up ice and snow sports clubs, coordinate the resources of high-level sports teams that have developed ice and snow projects, and colleges and universities of sports training to increase the popularity and competition of snow and ice sports in universities. After the retirement of professional athletes in the ice and snow project, they can enter the channels of elementary and middle schools to serve as physical education teachers, and quickly improve the professional level of ice and snow sports.
